I can't shut down my computer!

I just bought a brand new computer and after I shut it down sometimes it automatically reboots right away and sometimes it takes about 10-15 minutes later and it reboots. I basically can not shut the thing down. It will reboot again and again and again. I bought a very high quality surge protector and it still reboots. The only way I can get it to not reboot is by unplugging it or turning off the switch on the surge protector. Why is this? The computer I had before never did this. It's absolutely making me crazy. PLEASE HELP!

The surge protector has nothing to do with the computer boot process, so we may omit that thought But the reason for the computer coming back to life could be that there is a problem with the HAL Another reason could be that the automatically restart box is checked under system properties in advanced Tab To deselect it you first need to right click my computer, from there you can choose system properties and go to the advanced tab and click the setting button found in the Startup and Recovery section.

Then deselect the automatically restart check box, and click OK.
