When I try installing any theme, I only get the wallpaper

When I try installing any theme, I only get the wallpaper. However the start button turns into a classic style start button. Every other button stays the same. What should I do?

This is all to do with your Performance Settings, basically themes is disabled This can be adjusted by doing the following:

Start Menu -> Right click My Computer -> Go to Properties -> then the Advanced tab -> and then click "Settings" in the "Performance Area" Then you want to select "Adjust for best appearance", click OK on all the dialogs and your done.
